The urban legend was actually reality, as these murders were indeed committed by a serial killer named Minoru Tsuzuki.

A police detective working on the Eisuke Sasaki case. She's considered something of a workaholic by her peers and is notoriously strict on herself and her fellow detectives. Her parents died when she was a young child, so she spent some of her childhood raised by her grandparents alongside her older brother Makoto. On Junko's ninth birthday, while their grandparents were out looking for a gift for Junko, Makoto picked eggplant flowers from the garden to give to her, not knowing that Junko was growing them herself to give to Makoto on his birthday. Junko was angered by this; she yelled that she hated her brother for ruining the surprise she had prepared for him. She fled the house, leaving Makoto alone. At some point, Junko started crying outside, leading to her being threatened by serial killer Minoru Tsuzuki. Makoto eventually found her and came to her defense; Tsuzuki ultimately abandoned trying to kill Junko and instead kidnapped Makoto, driving off with him. Junko was unable to catch them and eventually returned home in tears alone after 9:00pm. Junko did not speak to anyone about Makoto, and was traumatised by the incident. A search party was formed to look for Makoto, but he was never found. In adulthood, Junko became a detective under Kimiharu Kamada to find Makoto, gaining a reputation among the police force as being very strict and a hard worker. One night, she discovered the unmoving Eisuke Sasaki lying down; she gave him chest compressions in an attempt to revive him, but soon discovered that he had died by suicide. She decided to place a paper bag with a smiley-face drawn on it onto Sasaki's head, so that his death would be connected to the "Serial Girl Murders" committed by Tsuzuki and give her reason to re-investigate her brother's disappearance. Junko was assigned to the investigation of Sasaki's death, partnered with Daisuke Kamihara. She maintained strict supervision over the investigation, to the point of refusing to allow the protagonist and Shunsuke Utsugi to view the body after they were called to the scene by Kamada. Sasaki's death was soon considered to be a homicide and was connected to the "Serial Girl Murders", as she had hoped. One night, Junko was stalked to her apartment by a man in a smiley-face paper bag, who she assumed was Tsuzuki, though it was actually Makoto. Eventually, Junko forced the protagonist off the investigation and soon after found her unmasked brother who, though still alive, was amnesiac. As he started to remember who he was, Tzuzuki appeared and attacked them; Makoto killed him with a gun in self-defense. Junko then instructed Makoto to hide as the protagonist arrived to the scene, with Junko picking up the gun to make it look like she was the one who shot Tsuzuki. She threatened the protagonist with the gun until Makoto emerged attempting to kill him for making Junko cry. However, he was thwarted by the arrival of Kamihara. In the aftermath, Junko resigned as a detective, married Kamihara, helped with Makoto's recovery, and sent the protagonist a letter of apology.
