Amnesiac mercenary hoping to find answers to his forgotten past in the ruins beneath Ishgalia. A homunculus created from the Bloodspring of Life by the great alchemist Magna when the floating city of Windal was flourishing. Magna's original intention was to create a companion for his daughter after she was cured by the completed Bloodspring, hence he sealed Orias in the hopes that he would survive Windal's collapse. After Krayle discovered him in the ruins and failed to kill him, he was picked up by a mercenary and raised in the arts of war despite his amnesia. According to the hypothesis of Edna and Meriel, Orias is a unique creation of the Bloodspring which Magna could not reproduce despite his genius. His special abilities to use seeds he finds in the freshly slain carcasses of certain creatures is tied to his unique nature as a created homunculus bearing a severely weakened version of the Bloodspring's ability to extract the life essence from living creatures. His outward appearance belies his true age and he is the source of much amusement for Ursula for his "childish" looks and personality.

The sole survivor of the royal family of the kingdom of Azure which was vanquished by its neighbour Kandona. Claudia was taken prisoner in the battle for the capital and forced to fight in the arena of Ishgalia, only to emerge triumphant in the periodic gladiator tournaments and earn the title of "Champion" which granted her the same rights as a citizen of the city and in so doing allowing her freedom to take on adventurer commissions with Edna. Although no longer a princess, Claudia's manner and demeanour have changed little since the fall of Azure and she commands respect from all around her. She has an immense capacity for alcohol and has no qualms moving around in her gladiator's outfit outside of the arena.

The offspring of renowned demon summoner Karl Bellmel, she is orphaned as an infant and raised by two demons who serve her both as familiars and as surrogate parents. Although a skilled summoner with absolute confidence in her abilities, she is more comfortable with the company of demons than with humans. Her greatest wish is to find a way to live in the demon world of Acheron permanently, leaving the world of humans which she despairs of behind. The highest ranking member of the demon-worshipping society "Black Moon" (黒の月) in the locality, she is ordered to Ishgalia to secure material pertaining to the Chimera research which Demetrio Madram oversees.

A Brightleaf Elf wizard who has left her forest and is in Ishgalia for a specific purpose. She is extremely miserly and will not pass up the chance to earn money if she can help it. Shortly after meeting Claudia Azure, they form a party together to explore the dungeons below Ishgalia. Her full name is Edna Yellimagot, the queen-in-waiting of the Yellimagot forest community of Brightleaf elves. Having discovered her race is slowly moving towards extinction and discovering all efforts to reverse this decline internally have failed, she chooses to leave the forest despite the objections of elders to seek a solution to the problem in human society. For this reason she is unpopular amongst certain sectors of the Yellimagot elves for having apparently abandoned her responsibilities as princess. Although her mother ultimately accepted her decision to leave, many like Nemu do not understand her true intentions. Her love of money stems partly from her materialistic desires and the urgency in which she buys important resources to send back to her forest home for research. Her choice of outfit is aimed at facilitating her ease of movement.

A paladin who volunteered for the expedition to recover the holy statue of Lasfarr from the ruins beneath Ishgalia. She is proud of her status but occasionally her actions are contrary to those expected of typical paladins. Although she sometimes gets carried away by the immediate situation, the sense of justice she has is genuine while her benevolent nature makes her popular amongst the poor in Ishgalia's slums and other adventurers. Born to a religious merchant family living near the central Lasfarr church, she started to question her faith after witnessing first-hand the dark side of the church. A chance conversation with the Executor Crayle inspired her to join the church (initially through buying a post with her parents' help) and working her way up the hierarchy to become a paladin. Despairing at the behind-the-scenes politicking by competing church factions, she volunteered for the expedition to Ishgalia hoping to realise the original noble aims of the Lasfarr religion. She has a poor capacity for alcohol despite her fondness for ale and possesses an abysmal sense of direction.

Rumours of a girl in white roaming the depths of Ishgalia soon reach the ears of Orias and his compatriots. When they do save Linaris from a rival adventuring party on a commission to capture and enslave her, they discover she has amnesia and only remembers her name and who Orias is. Linaris resembles someone very closely from the dreams Orias periodically has, so who is she and how is she able to wander the dungeons unharmed? Linaris is created from the bloodspring of life from the one wish of Magna's daughter to see Orias once more. As such, she is capable of healing herself from the most grievous of wounds because of the spring's properties. Although biologically identical to Magna's daughter, she is not quite the same person Orias has been searching for. Linaris' innocent nature makes her popular amongst the underground denizens and Orias' compatriots alike. Despite her amnesia, she hides a few surprises in her vocabulary range...

An archaeologist specialising in the lost artefacts of Windal, Orias and his party are referred to her by Ursula for help in identifying items picked up during dungeon exploration. She has a truculent disposition but will cooperate with adventuring parties on expeditions to Ishgalia's depths in the hopes of learning more about the lost city. Although personally benefiting from Demetrio Madram's personage, she gets wind of the secret Chimera research and is in the middle of her own investigation into it when Orias and his party come to her asking for help. When her laboratory is attacked by Zenobia and accompanying assassins, she is forced to flee and seek sanctuary at Ursula's tavern and join Orias' party in order to stay alive.

A skilled half-elf shaman who leaves her forest of Brightleaf Elves to find the source of a global distortion of spirit energy. Her half-elf heritage means the elves who raised her never fully accepted her into their community forcing her to work hard at honing her affinity with the spirits in hopes of fully integrating with her peers. Shortly after she leaves her forest, she is picked up by the veteran adventurer dwarf Gilliam and joins his adventuring party to Ishgalia. Gilliam and his fellow adventurers bring Nemu along on their expeditions, but she feels guilty as she trips them up on many occasions. Nemu shows hostility to Edna when in her presence, although the feeling of antipathy is not mutual. Nemu hails from the same forest as Edna and is aware of Edna's true identity. The reason behind Nemu's evident dislike of Edna is her initial perception which many in her forest shared that Edna had escaped her responsibilities when she sneaked away from her forest. Possesses a huge appetite and a peculiar sense of taste (Edna attributes the latter to Nemu's half-elf heritage). Nemu herself believes the intake of food is one of the most important actions in life. Despite her youthful appearance, she is actually 87 years old but looks younger because of the influence of her long-lived Elven blood. Her ears are also slightly shorter than most elves but longer than those of humans.

She is forced back into active service when her master Yuukage comes to Ishgalia demanding assistance with a certain task. She is very self-conscious of her appearance and dislikes her Kunoichi outfit for its lack of modesty. Her lack of sexual contact with her husband leads to pent-up sexual frustration. She is uncomfortable with slugs, which is problematic for her in the caverns below Ishgalia.

The bishop presiding over a small church dedicated to Lasfarr located near Ishgalia's slums. Fortuna is highly respected by the slum dwellers for a polite manner and willingness to listen to confessions and problems. All funds from church headquarters are dedicated to improving the lives of the slum dwellers, for this reason most adventurers do not accept commissions from the church because of the low reward offered. Born to a poor family south of the continent, she was inspired by the teachings of an itinerant Lasfarr preacher and was eventually initiated into the church. Believing that the only way to improve the lives of the destitute was from a position of power within the church hierarchy, she eventually reached her current position of overseer (監査官) after overcoming prejudice and challenges. She volunteered for her current parish because of her empathy with the poor and because the church required someone to observe the situation in Ishgalia as many holy artifacts of Lasfarr lay buried underneath Ishgalia.

The owner of the tavern "White Wolf of Darkness" (無明の白狼亭) which is the most popular in Ishgalia amongst adventurers. She rents out rooms, sells food and gives out quests to adventurers. She has a formidable intelligence network and often assists Orias when he is looking for information. Orias after a great amount of expense and difficulty finds out Ursula is a member of the local thieves' guild and has direct access to some members of the ruling council of Ishgalia. Because of the influence she wields, Demetrio Madram is unable to attack the tavern directly to silence Meriel permanently. Five years prior to Orias' arrival in Ishgalia, she had a physical relationship with a young adventurer Yohane which ended with his premature death during a quest. His death depressed her for five years and each year she travels to a hidden graveyard in secret to tend to a makeshift grave she erected on Yohane's behalf.

One of seven "Master Kunoichi", Yuukage travels to Ishgalia in pursuit of a certain creature from her homeland. She forces her pupil Shizuku out of retirement to assist. Her outward appearance is deceptive as she requires mana to maintain the physique of a child. As such, she is much older than she looks and comments on how others like her have forgotten what their true appearance is like. After securing the Kirin, Yuukage repays her debt to Orias and company by searching for Gilliam and his party in the dungeons. She succeeds in this regard and later helps save the elder in the underground city when Madram and Zenobia attack. When she's not on duty, Yuukage spends her time playing with Ishgalian children and touring the city. She can also be found on certain dungeon floors selling merchandise to visiting adventurers.

A knight of the Ishgalia court who serves Demetrio Madram. Younger sister of the Hero Executor Krayle, Zenobia understood her brother's twisted nature better than anyone else. News of his mysterious demise in Ishgalia compelled her to join the Church hierarchy and attain the rank of paladin so that she might find out the truth about her brother's death. Eventually she discovered Madram's secret Chimera alchemical laboratory but was caught in his trap and eventually brainwashed via a summoned demon to serve directly under Madram as his personal assassin and executioner. Highly skilled in combat, she is capable of fighting evenly against Claudia when Orias and his party cross swords against her.
